Yes.  XMetal (from Softquad) and XML Authority 
are both very good.

The quality of an XML editing tool is determined 
by the specifics of the application.  The more 
general the tool, the harder it is to apply.  
So XML tools (particularly editors) that enable 
customization to make them specific to a given 
set of tasks are preferable in my experience.  
The metaness of XML is of value when you look 
across the breadth of applications; it is painful 
when applied without local rules to any given one.
