I just looked at the www.w3.org home page, searched for 'xpath', and there
it was clear as day in the left-hand column.  Maybe you're getting a mirror
that is out of sync somehow.  On my setup, www.w3.org translates to

18.29.1.23

Try that and see if XPATH isn't present.
