Are FPIs supposed to be case sensitive?

I seem to remember that they're not, but the one clear piece I've found
suggests otherwise:

Norm Walsh's excellent piece doesn't say explicitly that they are
case-sensitive, but it looks like they are:

I can't seem to find anything on the OASIS site, and TR9401 returns 404:
