Yes.

Which aspect of the documentation [1] did you find difficult to
interpret in this regard?  The case which covers <element ref='...'.../>
says explicitly:

{nullable}      The lexical [value] of the nullable [attribute], if
                present, otherwise the {nullable} of [the def'n referred to]
