XDR: Default vs Fixed

In SGML, the concepts of default and fixed are 
clear in a DTD.  Are these the same in XDR?  

If I provide a default without an enumeration 
where the value is required, does the XDR processor 
presume the value is also FIXED?  This appears to be
the observable behavior.
