Yes.  Make them smaller and focus them on 
event schedules.   If you make a DTD general 
enough to cover all of the possible states, 
it is too weak to validate any one of them 
at a given state.   Look at the enterprise 
of use and create multiple DTDs where the 
formal name is tied to the schedule.
