to this usage, which I also found counter-intuitive: 

[1]	the point of using domain names is to exploit an existing naming and
authorisation system
[2]	in practice people may not have *general* authority over any part of
their organisation's domain namespace, for instance I might be allowed
to place documents in my employers http website at
"public.myboss.com/francis", but not on their ftp or their secure
website addressed by the the same domain and path,
"public.myboss.com/francis"
[3]	so in this case the "scheme" prefix simply exists to prevent name
authorisation vacuums or conflicts.
