ANN: SAX2-ext now separate distribution

As another step towards finalizing SAX2/Java, I've spun the
org.xml.sax.ext handlers (LexicalHandler and DeclHandler) off into a
separate distribution.  The first release of SAX2-ext is now available
at

  http://www.megginson.com/Software/

This can now evolve separately from SAX itself (for example, it can
add new handler types for Schemas or RDF), and there will be less
confusion about whether SAX2 implementors are required to support
these handlers (they're not).
