That's not a universal truth.

For example, I've worked on projects where there were standards for
information that had to be included in comments. The information wasn't
compiled or linked into the application, but it was required by contract for
QA, versioning, and maintenance. The comments were parsed and the
information fed into QA testing, and compliance reporting software.

Comments are data if they are processed by QA applications, as in the
example above.

The ISO SQL standard does not have "Processing Instructions," but some SQL
scripts use comments to define hints for the query optimizer. It's not
standard SQL, but the format of comments in scripts might be mandated by
contract requirements or internal policies.

Now consider that an efficient persistent DOM engine will have to address
the problem of optimizing queries ...
