The record of authority.  It is why classification systems that only 
count links as a means to establish propriety are ineffective and prone 
to amplifying superstions.  The question is one of the metric by which 
expertise and authority are established.  Again, it is contractual 
and invokes a learning process: the stimulus/response/consequent of 
operant conditioning.  When you approach a node, you exhibit a 
shapable behavior.  Napster shapes the pattern of storage but 
is shaped by behaviors which establish "popularity".
