One thing I noticed is that the schema doesn't (unless I missed it) make any
attempt to describe the referential integrity constraints, e.g. (a) the name
used in <xsl:call-template> must be the same as the name of an
<xsl:template>, (b) the value of extension-element-prefixes must be a
whitespace-separated list of namespace prefixes that are in scope.

Admittedly the need to follow xsl:include and xsl:import makes this
challenging, but not having studied the latest XML Schema drafts in any
depth I'd be interested to know how many of these constraints can be
expressed.
