NLM's MeSH is conceptually similar to HTML META tags, but it's a mature
domain vocabulary and not just keyword indexing. MeSH predates HTML and XML,
so NLM's conversion to XML had to solve the problem of migrating to XML with
an existing domain vocabulary.

How does NLM uses MeSH with the databases it's converting to XML?
