I think it was actually Butler Lampson that pointed out partial
failure modes as the most fundamental issue.

Sun wanted proprietary RPC-ish systems at that point, and that paper
captured much of the debate that had been paralysing Sun's CORBA teams.

Basically, it was the choice between the original vision (loosely coupled
distributed system tools) or one of several newer ones (distributed GUI
toolkit, OS, etc) that depended on there being no partial failures.  None
of them really was allowed to achieve anything at the time.
