Images embedded in SVG?

embedding images in svg
Hello,

is it true that it is not possible to embed images in SVG
dircetly? 

I was trying to implement a subclass of java.awt.Graphics 
writing SVG to a Writer instead of drawing on the 
screen, but I did not find a way to implement drawImage.
I found an element for links to images, but none for
embedding images directly?

Well, I could draw tons of filled rectangles from the 
pixel data, but that does not seem appropiate...
