XML Packaging?

As we talk about subsets of various specs and also about interoperability
issues, I keep thinking back to this line from the XML Activity Statement
(http://www.w3.org/XML/Activity.html):

>In September 1999, we begin the third phase, continuing the unfinished work 
>from the second phase and introducing a Working Group on XML Query and plans 
>for a Working Group on XML Packaging.

Has an XML Packaging Working Group come into existence?  Or is that
something still held for the future?
