LIST: two-hour delay?

I seem to be getting a consistent two-hour delay on messages from XML-Dev.
Based on timestamps, it looks like this is happening to all incoming
messages. 

Since it's only XML-Dev that's doing this, I'm starting to wonder if this
is a bug or a feature.
