In an environment such as the internet provides, there are countless
forums to participate in. And countless technologies under development.

In this environment, the democratic input may be in choosing which
forums and technologies to participate in. "Voting with your feet", as it
were.

Where there is strong leadership, it is possible to avoid the flaws
endemic with "design by committee." Agreement means continued
support and contributions to the agenda at hand. And an insensitivity
to significant points of merit ultimately means the reformation into another
forum where there is such sensitivity.

One consequence of this is that forums will tend to be most active in
areas where the recognized leaders are most competent. Activities where
the leadership only believes it is competent will not receive the same broad 
support.
