The WG chair or another participant may know of someone's expertise on a particular topic, and suggest that the individual be contacted and invited. Someone may demonstrate appropriate expertise on a lists such as these, and be invited. Someone may directly contact a participate and ask to be invited -- though such a direct route should of course be accompanied by supporting evidence of expertise and an acknowledgement of availability to participate fully (calls, email, face to face meetings). I don't think chairs want to be inundated :), but of course it's possible that group members and chairs won't always be aware of someone with skills that would compliment the group.
