I suggest that, if there is a need to support both modes, then it may well
be namespace dependent within one overall XML file.  For example:

   <a:a aa="b"/>
   <b:a aa="b"/>

might actually mean

   <a:a {nonamespace}:aa="b"/>
   <b:a b:aa="b"/>

Perhaps the way to integrate this is to say that the parsing mode may be
set within the startPrefixMapping() callback, and then only applies to
elements from the namespace being started.
