Mine always do.  They want to convert the data they have into 
our relational system and want to estimate the cost ahead of time. 
They don't ask for DTDs.  We don't make any, but 
databases are databases.  Migration is seasonal.

The agreements about transfer protocols and digital authentication 
are in another part of the RFP.
