Looks like we are on the same trail of thought.
I just started a new thread on this very topic.

I am thinking that it might not be a bad idea to
let arbitrary characters in names and use the
SML/XML interoperability guideline document to warn
people away from the illegal XML name characters.
They can use XML parsers to confirm interoperability.

This drops the cost of supporting i18n names fairly
low.
