This is close to what Rick was talking about. A truly minimal

   content = (char | element)*
   element = '<' [a-zA-Z_]+ '>' content '</' [a-zA-Z_]+ '>'
   char    = [^<]

though "char" would probably be all ASCII characters above
character code 31, minus the less-than sign.
