The original WG was made up of people who for the most part, were long 
time members of the original markup community.  They had practice in 
debate, understood the issues, and tolerated each other well.  They 
came by invitation and were committed to results.

There is always an inner core team that does the nit work.  This is a 
good means and acceptable.  The issues here revolve around getting
documented 
technical reasons for technical changes to the community that exists 
outside the W3C dues paying members.  It is possible to do this.  
It requires a change by the director, Mr. Tim Berners-Lee and a 
ratification by the membership of the W3C.  This should be 
presented as an issue of high importance.

The technology can be used to assist in the editorship and the 
evaluation of comments as well as the archival of this technical 
document.
