The only reason for bouncing back to the XML layer is to take
advantage of the fact that it *does* have a widely-implemented schema
language: that's not a design problem with DTDs or Namespaces; it's
just a (very kludgy) workaround because of the fact that the W3C's
schema standards are still under development for the Namespaces layer.
Besides, even if the W3C XML Schema WG released a schema REC tomorrow
(which won't happen), and we all agreed that it was suitable, we
wouldn't necessarily be any better off. After all, XML-Dev developed
the DDML spec (which would also solve this problem) but no-one has
decided to implement it yet, even though the list's membership
consists almost entirely of developers. Having a spec is no guarantee
of having implementations.
