Unicode 3.0 is no longer beta

The Unicode 3.0 data files are now in final form at the Unicode
FTP site (ftp://ftp.unicode.org/Public/3.0-Update), although the
Unicode 3.0 *book* won't be available until January.

There are no changes to my XML/Unicode 3.0 proposal as a result.
