You'd probably be better asking xsl questions on xsl-list rather than
xml-dev:

The answer to your question is no, but don't despair:-)


<xsl:if test="Cond1">
  <!-- this sets GlobaleVariable in the current scope -->
<xsl:variable name="GlobaleVariable" select="1">
  <!-- the current scope ends here -->
</xsl:if>

<xsl:if test="Cond2">
  <!-- this sets GlobaleVariable in the current scope -->
<xsl:variable name="GlobaleVariable" select="2">
  <!-- the current scope ends here -->
</xsl:if>

You don't want a condition to control whether or not to set a variable,
you want to set a variable to an expression who's value depends on a
condition: 

<xsl:variable name="GlobaleVariable">
 <xsl:choose>
 <xsl:when test="Cond1">
    <xsl:value-of select="...1"/>
 </xsl:when>
 <xsl:when test="Cond2">
    <xsl:value-of select="...2"/>
 </xsl:when>
 </xsl:choose>
</xsl:variable>
