I don't know how the HTML Writers Guild is structured, but Section 5g of
the W3C membership agreement
<http://www.w3.org/Consortium/Agreement/Full.html> states:

If the Member is itself a consortium, user society, or otherwise has members or
sponsors, the rights and privileges granted under this Agreement extend only to
the paid employees of the Member, not to its members or sponsors.

This essentially excludes many non-profit organizations based around
talented volunteers such as WWWAC. In other words, WWWAC can pay our
$15,000 for the required 3-year membership. but none of us will actually be
allowed to participate since none of us are employees of WWWAC.
