the necessary software infrastructure for open collaborative bodies

necessary software
A colleague recently asked me to check out http://www.collab.net/ [which I
wish to make clear that I have no connection to (or $ interest) in any shape
or form].

However I bring this up in this context since the point (by Paul) raises a
related issue: the need for a software solution that provides the
supporting informational infrastructure for _open_ creative collaborations
(such as XML-DEV).

I would assume that a prototype of such a system could be glued together
using open protocols and boxes; if not, perhaps maybe interested developers
should pool resources to define and create such a (policy driven) system.
[I am certainly willing to contribute to this effort.]
