You need to separate the optional content with the OR connector, | , and
define some sort of content model for link.
Try this:

<?xml version="1.0" ?>
<!DOCTYPE model [
<!ELEMENT model (topic | link)*>
<!ELEMENT topic (topic | link)*>
<!ELEMENT link (#PCDATA)>
]>
<model>
  <link>link stuff</link>
</model>
