Frameset only only differs from transitional at the top level. In other
words
    <!ELEMENT html ( head, (body|frameset))>
There is no necessity to give any element types apart from the frameset
element
type a special namespace (assuming even that is necessary). If you give
html a different namespace if the document uses framesets, it only gains
you
maybe 20 or 30 characters from when you would find out that you were
using
framesets anyway.

As for transitional versus strict, the DTD is not a function of the
element type
name, so it does not matter that strict DTDs attach different attributes
than
transitional DTDs.
