RE: Blank value in attribute list

How does one specify in the DTD so that the attribute
is required and is one of the values of the possible
values.

<!ELEMENT title EMPTY>
<!ATTLIST title value (A|B|C|"") #REQUIRED>

Is the above possible? Thanks in advance.
