Some of this, I gather, is to make sure people representing their companies aren't hassled by outsiders (e.g. journalists or lobbyists or people who disagree with the implementations) unless the companies want them to be. And W3C (and the WG or IG chairs!) don't want the questions of "why isn't company X on WG Y" (I've had these, and there's no tactful way of dealing with them).
