That's a good distinction to make.

"Committee" really wasn't a good word choice. (Sheesh, where's an editor
when I need one...?) What I'm thinking of is actually more like a *pool* of
individuals for each of the problem domains/activities who could be drawn
upon, one for each spec, to clarify and smooth out the rough-hewn bits in
the verbiage.
