A couple of weeks ago I suggested that one thing I'd like to see tried out is localised declaration, perhaps by an attribute value giving the URI of an external parameter entity to use. Because the scope of such a declaration would be the element, it doesn't address the situation where you want to say "from here on in use these declarations". Any ideas?
