Tim, I trust that the namespace spec makes perfect sense to you.
But it does not make sense to me and many others. Take a step
back and look/listen again. I sense that you are so close to it 
that you just don't see the monstrous chasms that others do.
Either that "tight drum" is dischordant, or the rest of us 
are marching to a different one. Either way, it has not been
successful in getting us in lock step.

I give you credit for appreciating that many/most of us aren't stupid. 
So take a clue from the reported 3:1 anti- vs pro-namespace email ratio.
I am telling you, as a friend, colleague and a technical writer,
that I cannot satisfactorily explain "Namespaces in XML".

If you're having trouble deciding what to write in your annotated 
namespace spec, you might start with answers to the questions that 
have been posed on this list.
