Right. The replacement text for ap is ' With msg, the parameter entity is included as part of the replacement text and so the replacement text of msg is he said 'hi!' When the entity msg is referenced within the document element, the character reference is interpreted, resulting in he said 'hi!' Replacement text is never reparsed at the point of declaration.
