Not exactly, but Scott Moore (samoore@u...), a professor at Univ. of
Michigan, developed an XML-based language, FLBC (Formal Language for
Business Communication) and
was working on translating KQML's standard performatives into it. He
presented
some of the work at a workshop at the Haas school here at Berkeley last year.
You can find a short paper describing his work at:

with details on his views on KQML and how he thinks FLBC corrects some
of KQML's deficiencies.
I believe the Multimedia Research Group at the University of Southampton
was also working on an XML-based performative language that borrowed heavily
from KQML and ACL. I think Prof. Hugh Davis at U. Southampton
(hcd@e...)
was heading up that effort.
