Note also that this is one of the problems schema languages were designed to solve.  If you have an XML-based schema language, then all that is needed is a parser that parses DTDs and fires SAX events in the schema language and you're done.

For most applications, this is an adequate solution.  It won't work for all applications because: (a) the schema language might not duplicate all the capabilities of the DTD and (b) the order in which the schema events are fired might not be the same as the order in which the DTD declarations occur.
