A validating XML parser enforces the constraint that the root
element of the document matches the element type name specified
in the doctype. So this snippet is ok:
<!DOCTYPE foo "bar.dtd">
<foo>
(foo matches foo)
but this is not:
<!DOCTYPE foo "bar.dtd">
<baz>
(foo does not match baz)
Non-validating parsers, on the other hand, don't care.
