Because we cannot replace

<foo:A xmlns:foo="[first URI]" xmlns:bar="[second URI]" >
    <foo:B />
    <foo:C />
    <bar:D />
</foo:A>

with something like

<foo:A xmlns:foo="[first URI]" xmlns:bar="[second URI]" >
    <:B />
    <:C />
    <bar:D />
</foo:A>

This is what I meant by inheritance of prefixes, and it does not exist 
in the current working draft.
