What does "valid" mean here?  If it has its technical XML sense, thenn no,
the document instance will be valid staring from any root as long as
you mention that element in the DOCTYPE declaration.

If you mean that some later-stage application will barf unless it sees a
specific root, then you may be right.

I would rather see an optional attribute in the ElementDecl element
marking that it makes (semantic) sense for this element to be a root.
