Many of us will be authoring documents where the 'root' is almost
meaningless. It is highly probable that many 'CML' documents will have a
root element of <HTML:HTML>. Example:
<?xml:namespace ns="http://w3.org/some/where/html" prefix="H"?>
<?xml:namespace ns="http://xml-cml.org/cml" prefix="C"?>

<H:HTML>
  <H:HEAD>... </H:HEAD>
  <H:Body>
    <H:P>
      <H:UL>
        <H:LI>
          <C:MOL title="benzene">...</C:MOL>
        </H:LI>
        <H:LI>
          <C:MOL title="toluene">...</C:MOL>
        </H:LI>
        <H:LI>
          <C:MOL title="ortho-xylene">...</C:MOL>
        </H:LI>
      </H:UL>
    </H:P>
  </H:BODY>
</H:HTML>

The fact that this document uses H:HTML as its 'root' is virtually
irrelevant to its semantic message.
