I don't see a need for either of these.  XSL stylesheets shouldn't
need to be appreciably different from other XML documents.  In other
words, my stylesheet might have

<?xml version="1.0"?>
<?xml:namespace ns="http://www.w3.org/TR/REC-XSL" prefix="xsl"?>
<?xml:namespace ns="http://www.w3.org/TR/REC-HTML4" prefix="html"?>

<xsl:rule pattern="html:p">
  <paragraph>
    <xsl:children/>
  </paragraph>
</xsl:rule>

... and my document might have

<?xml version="1.0"?>
<?xml:namespace ns="http://www.w3.org/TR/REC-HTML4" prefix="h"?>
<mydoc>
  <h:p>This is an <acronym>HTML</acronym> paragraph.</h:p>
</mydoc>

The XSL processor should be able to identify that "h:p" in the
document is the same as "html:p" in the stylesheet, and act
accordingly.
