I imagine that there would be look-ahead problems: a parser would find
'--', then see that '-' is the following character, and then report an
error. I don't think that anything in the XML 1.0 REC currently
requires more than one character look-ahead.
As a simple work-around, I'd recommend always adding a space to the
beginning and end of your comment string before surrounding it by the
delimiters, so you'd have
<!-- This is a comment - -->
rather than
<!--This is a comment--->
