I think it's actually cleaner on the element declarations than on the XSchema element -- we don't have to have language in the spec about ignoring the attribute. All we say is that any element that can be the root of a meaningful document should set the attribute to True. You might also want to explain the conditions in which you might have zero, one, or many root elements. The DTD syntax is: <!ATTLIST ElementDecl ...
