I think you're right, but where do you want the attribute?  In the XSC:XSchema 
element, or in the element declarations themselves?  The XSC:XSchema solution 
would only allow you to define one root element (you could go to NMTOKENS, of 
course), while the element solution is messier but allows multiple possible 
root elements for authoring.
