Of course!  I knew there was something missing, and that's the main piece.

I think we should probably handle this in the section with the PI.  This is 
going to be a significant area in which we need to determine what kind of 
behavior we're supporting.  XSchema Question 3 has not yet been really 
conclusive.

Notation declarations were also suggested in private email, and I think we 
probably should deal with that.

Thanks for the input - the spec is starting to get off the ground.
