I think the place to start with this - separate from the RDF and DTD 
discussions - is 

Should we allow internal XSchemas?

External XSchemas in some form I think are pretty much mandatory.  If we 
decide that we need internal XSchemas, then we need to decide how to demarcate 
them as schemas _and_ how they interact with external XSchemas.

At this point, I'd say no to internal XSchemas, if only because sorting out 
those details will take a long time and considerable debate.  It would also 
require us to find some way of hiding the internal XSchemas from non-XSchema 
aware processors, something I'm not fond of.

I'll reply to the first issue, mixing DTD subsets and XSchemas, in a separate 
reply regarding Question 4.
