It is not the case that SGML encourages the you to "separate formatting from the abstraction". It is absolutely true that some SGML practicioners promote this position. And it is also true that this is an appropriate position to hold in many circumstances. However, neither the SGML standard nor the XML specification "encourage" you to adopt this position.
