Funny you should ask. :-)

We hope to release fresh Working Drafts of the newly-broken-up linking
specifications in the next couple of days; I just need to clean up the HTML
version and work with the W3C to get the files made available.

These versions reflect a few changes since the August 1997 spec, but there
are still a bunch of outstanding issues that we hope to work on very soon.
